Informational Meeting
Minutes of July 15, 2015

Call To Order: President Ron Organek called the meeting of the Greater Middletown Military Museum, Inc. Board of Directors to order at 7:35 p.m. at American Legion Post 75, Bernie O’Rourke Drive, Middletown, CT.

Attendance: The following Directors were present: Ron Organek, Mike Rogalsky, John Petig, Ken McClellan, Brian Phillips, and Janet Maune. Steve Nelson, William Hunt, and Robert Rogala attended. Jerry Guarino and Bob Cyranowicz were guests.

Information: The proposal has been sent to the city. Mr. Nelson will be meeting with Mr. Russo to go over the proposal. Design professionals will design to city code.

Planning and zoning believes that the public meeting will not need to be held on the new site since the previous site had been approved.

Site survey, subsurface survey, and mapping the wetlands will need to be done. Information will need to be submitted to Wetlands Commission and Planning and Zoning.

Ron Organek would like a ground breaking in November. If not, a ground breaking in the spring.

The plan is for a 3,000 sq. ft. building with a fixed budget of $600,000. It will be city owned. It will be a square building instead of another geometrical shape.

Would start with columns and roof then walls. Need to install sewer, power, and water. A trench will need to be dug for those. A driveway and sidewalk need to be installed to meet ADA standards.

Civil engineering then will know what money is left for “bricks and mortar.” We are hoping work can be done with veteran volunteers. The pavilion can be done with veteran volunteers. The pavilion type of building is shipped as kits. If volunteers cannot be used, the work will be bid out. It is Mr. Nelson’s opinion that we will not get a real building for $600,000.

There was a discussion about needing protection against being pushed out of the building since it is city owned.

One of the first steps to be taken will be to get site definition.

Operational costs were discussed. Water, electricity, and heating/cooling will all fluctuate. LED lights will be a higher cost up front, but will lower the electrical bill. Heating/cooling will be the biggest cost. Heating/cooling a 3,000 sq. ft. building will run about the same cost as a fairly decent size house. We are expecting to install an oil burner and electrical air conditioning.

We will need to attend public meetings.

Adjournment: The meeting adjourned at 8:07 p.m.

Respectfully submitted,
Janet Maune, Secretary
